Portpatrick Fast Cruise - Sat 16th May

The Club is planning a Cruise/Race to Portpatrick on Saturday 16th May

The intention is to have one "start" for smaller/slower boats at 10am(ish) and a "start" for faster/bigger boats an hour later. This should get everyone across for an easy entrance to the harbour around high tide.

There will be a time limit to make sure people aren't hanging about out there persisiting with "racing" for so long that they can't make it in for the tide.

Let us know if you're interested so that we can gauge what types of boats will be involved.

Notice of Race

1. Rules

1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

1.2. IRC Rules, Parts 1, 2 and 3; and RYA Portsmouth Yardstick Scheme will apply.

2. Eligibility and Entry

2.1. The regatta is open to all boats of the IRC, PY and Whitesail PY.

2.2. Eligible boats may enter online at the Carrickfergus Sailing Club website or by completing the attached form and sending it, together with the required fee, to Carrickfergus Sailing Club, Rodgers Quay, Carrickfergus BT38 8BE by 16th May 2009.

3. Fees

3.1. Required fees are as follows: £5

4. Schedule

4.1. Dates of racing: Saturday 16th May 2009

4.2. Number of races: One

4.3. The scheduled time of the warning signal is 09:55.

5. Measurements

5.1. Each boat in the IRC class shall produce a valid rating certificate.

5.2. Club PY Handicaps will be used for the PY and Whitesail PY classes.

6. Sailing Instructions

6.1. The sailing instructions will be available on the Carrickfergus Sailing Club website.

7. The Courses

7.1. The courses will start on the Carrickfergus Sailing Club start line and finish off Portpatrick Harbour.

8. Disclaimer of Liability and Insurance

8.1. A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility.

8.2. It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.

8.3. The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2m sterling.

8.4. Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in racing. The organisers encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officer, patrol boats and beach masters.

8.5. The provision of patrol boats does not relieve the boat of her responsibilities.

Sailing Instructions

1. Rules

1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

1.2. IRC Rules, Parts 1, 2 and 3; and RYA Portsmouth Yardstick Scheme will apply.

1.3. Racing rule(s) 60.1(a), 62.2, 66 will be changed. Changes appear in full in these Sailing Instructions.

2. Notices to Competitors

2.1. Notices to competitors will be posted on the official notice board located in the foyer of the clubhouse.

3. Changes to Sailing Instructions

3.1. Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.

4. Schedule of Races

4.1. Dates of racing: Saturday 16th May 2009.

4.2. Number of races: One

4.3. The scheduled time of the warning signal is 09:55 for Whitesail/Slow PY classes and 10:55 for IRC/Fast PY classes.

5. Class Flags

5.1. Class flags will be:

Fast PY/IRC Numeral pennant 1

Slow PY/Whitesail Numeral pennant 5

6. The Courses

6.1. The course will be from Carrickfergus to Portpatrick.

7. The Start

7.1. The starting line will be between the orange pole at the front of the battery and the green limit mark.

8. The Finish

8.1. The finishing line will be between the flagpole at RNLI station and a red mark laid approximately 2 cables to the west. Boats shall pass through the line from North to South.

8.2. Boats shall record their finish time and the finish time of the boat ahead and behind, and provide these times to the race committee.

9. Time Limits

9.1. The time limit is 17:00

10. Protests and Requests for Redress

10.1. Protest forms are available at the race office (Slippi Jin). Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.

10.2. The protest time limit is 90 minutes after the last boat has finished.

10.3. Competitors will be informed of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, located at the Crown Bar, beginning as soon as possible after the protest time limit.

10.4. A request for reopening a hearing shall be delivered no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66.

10.5. A request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

11. Safety Regulations

11.1. A boat that retires from a race shall notify the race committee as soon as possible.

12. Prizes

12.1. Prizes will be given in each class as follows: 3 entries - 1st place, 4 entries - 2nd place, 5 or more entries - 3rd place.
